Miley Cyrus makes a fashion statment

Miley Cyrus was out with a friend picking up a flowery gift this weekend wearing an interesting outfit.  At first you focus on the bright blue boots, but as you look the ripped up stockings draw your attention.  The sparkly purple bag really goes with the too short skirt and heavy metal retro t-shirt.  Did she dress in the dark or something?
